The latest delay came as a&nbsp;<a href=\"https:\/\/www.nbcnews.com\/science\/space\/boeing-scrubs-starliner-crewed-launch-rcna150843\">problem with its ride to orbit<\/a>, an Atlas V rocket, caused the first launch attempt late on May 6, 2024, to be scrubbed.<\/p>\n\n\n\n<p>When it does launch from the Kennedy Space Center, no earlier than May 10, this&nbsp;<a href=\"https:\/\/theconversation.com\/starliner-boeing-prepares-to-launch-its-first-crewed-spacecraft-as-it-chases-after-spacex-228950\">last crucial test for Starliner<\/a>&nbsp;will try out the new spacecraft and take the pair to the International Space Station for about a week.<\/p>\n\n\n\n<p>Part of&nbsp;<a href=\"https:\/\/www.nasa.gov\/humans-in-space\/commercial-space\/commercial-crew-program\/\">NASA\u2019s commercial crew program<\/a>, this long-delayed mission will represent the vehicle\u2019s first crewed launch. If successful, it will give NASA \u2013 and in the future, space tourists \u2013 more options for getting to low Earth orbit.<\/p>\n\n\n\n<p>From my perspective as a&nbsp;<a href=\"https:\/\/scholar.google.com\/citations?user=PxIOz7cAAAAJ&amp;hl=en\">space policy expert<\/a>, Starliner\u2019s launch represents another significant milestone in the development of the commercial space industry. But the mission\u2019s troubled history also shows just how difficult the path to space can be, even for an experienced company like Boeing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-origins-and-development\">Origins and development<\/h2>\n\n\n\n<p>Following the retirement of NASA\u2019s space shuttle in 2011,&nbsp;<a href=\"https:\/\/www.nasa.gov\/humans-in-space\/commercial-space\/commercial-crew-program\/commercial-crew-program-overview\/\">NASA invited<\/a>&nbsp;commercial space companies to help the agency transport cargo and crew to the International Space Station.<\/p>\n\n\n\n<p>In 2014, NASA selected&nbsp;<a href=\"https:\/\/www.nasa.gov\/news-release\/nasa-chooses-american-companies-to-transport-u-s-astronauts-to-international-space-station\/\">Boeing and SpaceX<\/a>&nbsp;to build their respective crew vehicles: Starliner and Dragon.<\/p>\n\n\n\n<p><a href=\"https:\/\/boeing-jtti.s3.amazonaws.com\/wp-content\/uploads\/2024\/04\/01133556\/02272024-Bkgd_Starliner.pdf\">Boeing\u2019s vehicle, Starliner<\/a>, was built to carry up to seven crew members to and from low Earth orbit. For NASA missions to the International Space Station, it will carry up to four at a time, and it\u2019s designed to remain docked to the station for up to seven months. At 15 feet, the capsule where the crew will sit is slightly bigger than an Apollo command module or a SpaceX Dragon.<\/p>\n\n\n\n<p>Boeing designed Starliner to be partially reusable to reduce the cost of getting to space. Though&nbsp;<a href=\"https:\/\/blog.ulalaunch.com\/blog\/cft-atlas-v-primed-for-its-first-human-space-launch\">the Atlas V<\/a>&nbsp;rocket it will take to space and the service module that supports the craft are both expendable, Starliner\u2019s crew capsule can be reused&nbsp;<a href=\"https:\/\/boeing-jtti.s3.amazonaws.com\/wp-content\/uploads\/2024\/04\/01133556\/02272024-Bkgd_Starliner.pdf\">up to 10 times<\/a>, with a six-month turnaround. Boeing has&nbsp;<a href=\"https:\/\/www.cnbc.com\/2018\/03\/15\/behind-the-scenes-at-boeings-starliner-space-capsule-plant.html\">built two flightworthy Starliners<\/a>&nbsp;to date.<\/p>\n\n\n\n<p>Starliner\u2019s development has come with setbacks. Though Boeing received US$4.2 billion from NASA, compared with $2.6 billion for SpaceX,&nbsp;<a href=\"https:\/\/www.cnbc.com\/2023\/07\/26\/boeing-has-lost-1point5-billion-developing-starliner-spacecraft-for-nasa.html\">Boeing spent more<\/a>&nbsp;than $1.5 billion extra in developing the spacecraft.<\/p>\n\n\n\n<p>On Starliner\u2019s first uncrewed test flight in 2019, a&nbsp;<a href=\"https:\/\/www.nytimes.com\/2020\/02\/07\/science\/boeing-starliner-nasa.html\">series of software and hardware failures<\/a>&nbsp;prevented it from getting to its planned orbit as well as docking with the International Space Station. After testing out some of its systems,&nbsp;<a href=\"https:\/\/www.nasa.gov\/news-release\/nasa-boeing-complete-successful-landing-of-starliner-flight-test\/\">it landed successfully<\/a>&nbsp;at White Sands Missile Range in New Mexico.<\/p>\n\n\n\n<p>In 2022, after identifying and making more than 80 fixes, Starliner conducted a&nbsp;<a href=\"https:\/\/www.space.com\/19367-boeing-cst-100.html\">second uncrewed test flight<\/a>. This time, the vehicle did successfully dock with the International Space Station and landed six days later in New Mexico.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"jetpack-video-wrapper\"><iframe title=\"Tour a Boeing Starliner simulator with two NASA astronauts!\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/YKSNPzr62Ak?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<p>Still,&nbsp;<a href=\"https:\/\/www.cnbc.com\/2023\/06\/01\/boeing-further-delays-first-starliner-astronaut-mission-for-nasa.html\">Boeing delayed<\/a>&nbsp;the first crewed launch for Starliner from 2023 to 2024 because of additional problems. One involved Starliner\u2019s parachutes, which help to slow the vehicle as it returns to Earth. Tests found that some links in those parachute lines were&nbsp;<a href=\"https:\/\/spacenews.com\/parachute-and-wiring-issues-to-delay-starliner-crewed-test-flight\/\">weaker than expected<\/a>, which could have caused them to break. A second problem was the use of flammable tape that could pose a fire hazard.<\/p>\n\n\n\n<p>A major question stemming from these delays concerns why Starliner has been so difficult to develop. For one,&nbsp;<a href=\"https:\/\/www.nytimes.com\/2020\/02\/07\/science\/boeing-starliner-nasa.html\">NASA officials admitted<\/a>&nbsp;that it did not provide as much oversight for Starliner as it did for SpaceX\u2019s Dragon because of the agency\u2019s familiarity with Boeing.<\/p>\n\n\n\n<p>And Boeing has experienced several&nbsp;<a href=\"https:\/\/www.seattletimes.com\/business\/boeing-aerospace\/have-boeing-planes-really-had-more-problems-lately-look-at-the-numbers\/\">problems recently<\/a>, most visibly with the safety of its airplanes. Astronaut&nbsp;<a href=\"https:\/\/www.cbsnews.com\/news\/boeing-starliner-spacecraft-astronauts-first-piloted-flight\/\">Butch Wilmore has denied<\/a>&nbsp;that Starliner\u2019s problems reflect these troubles.<\/p>\n\n\n\n<p>But&nbsp;<a href=\"https:\/\/payloadspace.com\/the-uncertain-future-of-boeings-space-business\/\">several of Boeing\u2019s other space activities<\/a>&nbsp;beyond Starliner have also experienced mechanical failures and budget pressure, including the Space Launch System. This system is planned to be the main rocket for&nbsp;<a href=\"https:\/\/www.nasa.gov\/humans-in-space\/artemis\/\">NASA\u2019s Artemis program<\/a>, which plans to&nbsp;<a href=\"https:\/\/theconversation.com\/meet-the-next-four-people-headed-to-the-moon-how-the-diverse-crew-of-artemis-ii-shows-nasas-plan-for-the-future-of-space-exploration-203214\">return humans to the Moon<\/a>&nbsp;for the first time since the Apollo era.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Significance for NASA and commercial spaceflight<\/h2>\n\n\n\n<p>Given these difficulties, Starliner\u2019s success will be important for Boeing\u2019s future space efforts. Even if SpaceX\u2019s Dragon can successfully transport NASA astronauts to the International Space Station, the agency needs a backup. And that\u2019s where Starliner comes in.<\/p>\n\n\n\n<p>Following the&nbsp;<a href=\"https:\/\/www.nasa.gov\/challenger-sts-51l-accident\/\">Challenger explosion in 1986<\/a>&nbsp;and the&nbsp;<a href=\"https:\/\/www.nasa.gov\/remembering-columbia-sts-107\/\">Columbia shuttle accident in 2003<\/a>, NASA retired the space shuttle in 2011. The agency was left with few options to get astronauts to and from space. Having a second commercial crew vehicle provider means that NASA will not have to depend on one company or vehicle for space launches as it previously had to.<\/p>\n\n\n\n<p>Perhaps more importantly, if Starliner is successful, it could compete with SpaceX. Though there\u2019s no crushing demand for space tourism right now, and Boeing has&nbsp;<a href=\"https:\/\/www.space.com\/boeing-starliner-spacecraft-private-astronaut-nasa-focus\">no plans to market Starliner<\/a>&nbsp;for tourism anytime soon,&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/charlesbeames\/2019\/09\/30\/commercial-competition-the-rocket-science-of-the-space-force\/?sh=49a86b9f7701\">competition is important<\/a>&nbsp;in any market to drive down costs and increase innovation.<\/p>\n\n\n\n<p>More such competition is likely coming. Sierra Space\u2019s Dream Chaser is planning to launch later this year to&nbsp;<a href=\"https:\/\/www.nasaspaceflight.com\/2024\/02\/dream-chaser-nasa-glenn\/\">transport cargo<\/a>&nbsp;for NASA to the International Space Station. A crewed version of the space plane is also being developed for the&nbsp;<a href=\"https:\/\/spaceref.com\/newspace-and-tech\/sierra-space-working-with-nasa-on-crewed-dream-chaser\/\">next round of NASA\u2019s commercial crew program<\/a>.
